HONG KONG AVIATION FORUM FUNDAMENTAL RULE
Cap. 1: Rule Motion Regulation
1. Short Title
This rule may be cited as the Rule Motion Regulation.
2. Interoperation
In this rule, unless the context otherwise requires —
Group (群組) means the Hong Kong Aviation Forum Facebook group;
Motion (動議) means the proposal, amendment and cancellation of any rule;
Administrators (管理團隊) means the Head Administrator and any Moderator of the Hong Kong Aviation Forum;
Head Administrator (管理員) means the Head Administrator of the Hong Kong Aviation Forum;
Moderator (版主) means the moderator of the Hong Kong Aviation Forum;
Rule (規則) means the Common Rule and Fundamental Rule of the Hong Kong Aviation Forum;
Announcement (宣布) means a message released via Hong Kong Aviation Forum Release Centre;
Positive vetting (先審議後訂立) means rule that are carried out after discussion and voting;
Negative vetting (先訂立後審議) means rule that are carried out before discussion and voting;
Poll (投票) means the group voting platform, members could vote for “YES”, “NO” or “ABSTAIN”;
Basic member(s) (基本會員) means member(s) that are not either Head Administrator or Moderator;
Unanimously passed (一致通過) means all members approved and passed the motion.
3. Administrators Motion
Motions proposed by Administrators are in a negative vetting. An announcement should be made when Administrators has proposed a motion.
A motion will be treated as unanimously passed when no member has proposed an opposition within 30 days. Members could propose an opposition via —
(a) Email (help.pr.hkaf@gmail.com); or
(b) Facebook Messenger (http://facebook.com/hkafofficial); or
(c) Website “Report a problem” (https://docs.google.com/forms/d/e/1FAIpQLSc248imow1GdcoJZ5m4dX3I37PIJPqwmyNg5FEGCiMFeE_xZw/viewform).
When an opposition proposal has been received, the administrators will start a poll in the group, if the poll received —
(a) more than 50% of “YES” votes within 10 days, the motion will become rule of the Hong Kong Aviation Forum;
(b) less than 50% of “YES” votes within 10 days, the motion will be immediately void.
The motion will be carried out once received the approval by the Head Administrator.
4. Motion by Moderators or basic members
Moderators and basic members could make a motion. Motions proposed by Moderators and basic members is in a positive vetting.
A motion can be proposed by Moderators or basic members via —
(a) Email (help.pr.hkaf@gmail.com); or
(b) Facebook Messenger (http://facebook.com/hkafofficial); or
(c) Website “Report a problem” (https://docs.google.com/forms/d/e/1FAIpQLSc248imow1GdcoJZ5m4dX3I37PIJPqwmyNg5FEGCiMFeE_xZw/viewform).
When a motion proposal has been received, the administrators will start a poll in the group, if the poll received —
(a) more than 50% of “YES” votes within 10 days, the motion will become rule of the Hong Kong Aviation Forum;
(b) less than 50% of “YES” votes within 10 days, the motion will be immediately void.
The motion will be carried out once received the approval by the Head Administrator.
If the Head Administrator refused to approve the motion, the motion will be passed back to the members, the administrators will start a poll. If the poll received —
(a) more than 65% of “YES” votes within 10 days, the motion will become rule of the Hong Kong Aviation Forum;
(b) less than 65% of “YES” votes within 10 days, the motion will be immediately void.
