HONG KONG AVIATION FORUM FUNDAMENTAL RULE
Cap. 3: Moderator Act
1. Short Title
This rule may be cited as the Moderator Act.
2. Interoperation
In this rule, unless the context otherwise requires —
Group (群組) means the Hong Kong Aviation Forum Facebook group;
Motion (動議) means the proposal, amendment and cancellation of any rule;
Head Administrator (管理員) means the Head Administrator of the Hong Kong Aviation Forum;
Moderator (版主) means the moderator of the Hong Kong Aviation Forum;
Announcement (宣布) means a message released via Hong Kong Aviation Forum Release Centre;
Basic member(s) (基本會員) means member(s) that are not either Head Administrator or Moderator;
Unanimously passed (一致通過) means all members approved and passed the appointment;
Positive vetting (先審議後訂立) means moderator appointment that are carried out after discussion and voting;
Negative vetting (先訂立後審議) means moderator appointment that are carried out before discussion and voting;
Poll (投票) means the group voting platform, members could vote for “YES”, “NO” or “ABSTAIN”;
Member (會員) means user approved into the group;
Left the group (離開群組) means quitting the group and not to continue to be a group member.
3. Power granted
(a) Revoke any Head Administrators decision, with an exception of Cap.2: Special Power Act. Power activation requires when receiving not less than 50% of total Moderators approval; and
(b) Enforce rules; and
(c) Extended power granted.
The extension power granted will be cited as "Fundamental Rule Cap.3 Extended Power Annex".
4. Appointment by Head Administrator
The Head Administrator can appoint moderators. Appointments by the Head Administrator is in a negative vetting. An announcement should be made when the Head Administrator has appointed a moderator.
A moderator appointment will be treated as unanimously passed when no member has proposed an opposition within 30 days. Members could propose an opposition via —
(a) Email (help.pr.hkaf@gmail.com); or
(b) Facebook Messenger (http://facebook.com/hkafofficial); or
(c) Website “Report a problem” (https://docs.google.com/forms/d/e/1FAIpQLSc248imow1GdcoJZ5m4dX3I37PIJPqwmyNg5FEGCiMFeE_xZw/viewform).
When an opposition proposal has been received, the administrators will start a poll in the group, if the poll received —
(a) more than 50% of “YES” votes within 10 days, the member will become a Moderator of the Hong Kong Aviation Forum;
(b) less than 50% of “YES” votes within 10 days, the appointment will be immediately void.
5. Appointment by Moderators or basic members
Moderators and basic members could make a moderator appointing motion. Appointment motions proposed by Moderators and basic members are in a positive vetting.
The appointment motion can be proposed by Moderators or basic members via —
(a) Email (help.pr.hkaf@gmail.com); or
(b) Facebook Messenger (http://facebook.com/hkafofficial); or
(c) Website “Report a problem” (https://docs.google.com/forms/d/e/1FAIpQLSc248imow1GdcoJZ5m4dX3I37PIJPqwmyNg5FEGCiMFeE_xZw/viewform).
When an appointment motion proposal has been received, the administrators will start a poll in the group, if the poll received —
(a) more than 50% of “YES” votes within 10 days, the member will become moderator of the Hong Kong Aviation Forum;
(b) less than 50% of “YES” votes within 10 days, the appointment motion will be immediately void.
The moderator appointment will be carried out once received the approval by the Head Administrator.
6. Dismissal of Moderators
(I) Resignation
(a) sent a resignation message to the Head Administrator; or
(b) left the group for 3 months.
(II) Rule violation
being kicked out as penalty of rule violation.
(III) Impeachment
the moderator will be impeached when receiving not less than 65% of total Moderators approval, the Head Administrator has two votes in the impeachment voting.
