HONG KONG AVIATION FORUM FUNDAMENTAL RULE
Cap. 4: Administrator Act
1. Short Title
This rule may be cited as the Administrator Act.
2. Interoperation
In this rule, unless the context otherwise requires —
Group (群組) means the Hong Kong Aviation Forum Facebook group;
Head Administrator (管理員) means the Head Administrator of the Hong Kong Aviation Forum;
Moderator (版主) means the moderator of the Hong Kong Aviation Forum;
Announcement (宣布) means a message released via Hong Kong Aviation Forum Release Centre;
Basic member(s) (基本會員) means member(s) that are not either Head Administrator or Moderator;
Poll (投票) means the group voting platform, members could vote for “YES”, “NO” or “ABSTAIN”;
Member (會員) means user approved into the group;
Left the group (離開群組) means quitting the group and not to continue to be a group member;
Order of Precedence (優先次序) means the order of taking the Head Administrator’s power;
Power granted to moderators (賦予版主的權力) means power granted to moderators in Fundamental Rule Cap.3 (3).
3. Acting Head Administrator
(a) Situation
The Head Administrator’s power can only be accessed in specific situations —
(i) The Head Administrator resigned as Head Administrator via either —
(1) personal Facebook account; or
(2) Hong Kong Aviation Forum Release Centre; and
(3) have left the group.
(ii) The Head Administrator to leave the group and did not rejoin within 3 months.
The Vice-Administrator, Assistant Administrator, Chief Moderator, Assistant Chief Moderator could only access power granted to moderators unless the requirements listed in (i) or (ii) was met.
An announcement should be made when the Head Administrator’s power was retrieved.
(b) Order of Precedence
The Head Administrator’s power is retrieved in below order —
(i) Head Administrator;
(ii) Vice-Administrator;
(iii) Assistant Administrator;
(iv) Chief Moderator;
(v) Assistant Chief Moderator;
(vi) Other Moderators (Ranked with experience) [Appendix 1];
(vii) Basic Members.
(c) Title
The title of the position would be the member’s position and will be named as Acting Head Administrator when the person is accessing Head Administrator’s power.
eg. (Acting Head Administrator, Vice-Administrator)
(d) Impeachment of Acting Head Administrator
(i) Moderators
The Acting Head Administrator is regulated by Fundamental Rule Cap.3 (6- III). The Acting Head Administrator will only receive one vote on the impeachment poll.
(ii) Basic Members
The Acting Motion can be proposed by basic members via —
(a) Email (help.pr.hkaf@gmail.com); or
(b) Facebook Messenger (http://facebook.com/hkafofficial);or
(c) Website “Report a problem” (https://docs.google.com/forms/d/e/1FAIpQLSc248imow1GdcoJZ5m4dX3I37PIJPqwmyNg5FEGCiMFeE_xZw/viewform).
When an impeachment motion proposal has been received, the administrators will start a poll in the group, if the poll received —
(1) more than 65% of “YES” votes within 10 days, the Head Administrator will be impeached. The power will succeed to the next member according to the Order of Precedence (3b);
(2) less than 65% of “YES” votes within 10 days, the impeach motion will be immediately void.
(e) Return of Power
The Head Administrator could retrieve the original power when the Head Administrator returns.
4. Naming of positions
The Vice-Administrator, Assistant Administrator, Chief Moderator, Assistant Chief Moderator could only be named by the Head Administrator.
