Following continued discussions and cooperation with the Japanese authorities regarding the latest travel restrictions, Cathay Pacific and HKExpress will continue to operate flights to all airports in Japan, including Tokyo (Narita and Haneda), Osaka, Nagoya and Sapporo, and HK Express will continue to operate flights to Japan, including Tokyo (Narita and Haneda), Osaka-Kansai, Nagoya, Fukuoka and Okinawa.
However, to comply with the latest travel restrictions, airlines are not allowed to increase flights beyond that operated in the week of 23-29 December 2022.
Cathay Pacific is required to reduce its January 2023 Japan flight schedule. HK Express will only be able to operate 60 scheduled flights per week to destinations in Japan, meaning it would have to cancel 41 flights from Hong Kong to Japan in January 2023.
As required by the Japanese authorities, customers who have booked flights to Sapporo, Fukuoka and Okinawa from 30 December 2022 must declare that they have not been to the Chinese Mainland within seven days prior to their departure. Customers will be asked to sign a self-declaration during check-in at the airport. Those who are unable to meet this requirement can choose to refund or rebook their flights.

From 30 December onwards, Cathay Pacific will operate a reduced flight schedule.
For customers who have had their flights cancelled, we will be offering full refunds. Those who booked directly with Cathay Pacific will receive an email and can follow the link in the email to rebook or refund their bookings. Customers who booked through third parties should contact their travel agents.
HKExpress
From 29 December 2022 to 13 January 2023, all flights operate as scheduled.
∙From 14 January 2023 until further notice, HKExpress will operate a reduced flight schedule.
Customers who have been affected by flight cancellations will receive a notification via email and SMS. They will be offered a free date/time change to the same destination or a full refund of fees.

From 30 December to 8 January 2023, Cathay Pacific will operate a full schedule, including ferry flights, to help customers return to Hong Kong.
From 9–31 January 2023, Cathay Pacific will operate a reduced schedule and will no longer operate ferry flights.
